This year we begin the first phase of implementation of the new Third Grade Reading Law. Many of you have heard about it but, many may still be wondering what it means.  First of all, it is called House Bill 4822 (Public Act # 306-2016).  Here is a summary of this year’s implementation timeline and what it means for your children.
Phase 1:  Reading Assessments grades K to 3 (2018-2019)
  • All students in grades K-3 will be assessed 3 times each year using an approved test by the Department of Education, MI
  • The first test assessment must be taken within 30 days from the start of school
  • Deficient readers receive “Individual Reading Improvement Plans (iRiP)”
All students at Lincoln took the STAR test in the area of reading and math within the first two weeks of being school this year.  This is not a new practice as we have been using this sound instructional practice for years.  This testing allows us to learn several things about your child:
  1. Their current reading level
  2. How they rank among their peers
  3. Have their skills increased or decreased since their last testing phase at the end of the previous school year
  4. Placement of our lowest learners into our Title 1 and At-Risk reading intervention groups to help accelerate skill mastery in order to gain skills at the expected level
New this year
  • The iRiP going home. In the past we have had reading plans for all students not reading at grade level expectations. This year a copy of the iRiPs have been sent home for Parent Signature’s and will be sent home again each time your child is reassessed. You would not receive an iRiP if your child is reading at the expected level.
  • Read at home plans-part of every child’s iRiP is to read at home each night. All classroom’s have reading time planned for homework each week. Forms are sent home for parent verification about their child’s read at home time. If you have a struggling reader please have them read to you so you can enjoy story time with them. This will help to increase the amount of time they are actually reading. Research shows if a child spends 20 minutes of time each night engaged in reading they are likely to score in the 90th percentile in standardized testing. Those students who do not, move down drastically, for example 5 minutes/night 30th percentile. So sitting there for 20 minutes is not enough, we need to read every minute we are counting. The importance of this research has turned reading for at least 20 minutes each night as one of our school wide goals.
     
    This phase remains in place until the 2019-2020 school year when mandatory retention for 3rd graders (our current 1st graders) who are not reading within a year of their expected level will need to remain in 3rd grade along with other requirements.  More will come home when we get closer to that timeframe.  For now do a great service to your child and listen to them read each night and enjoy their journey as they learn to read.  There is no greater joy then to watch a child work hard and become successful.
